The Georgia-specific distinction
Georgia local land-use details vary. The exam-level national question normally supplies the controlling zoning or restriction fact, while Georgia license-law duties are tested separately.
Worked result example
A city changes zoning prospectively while an existing lawful use continues. Ask whether the use is a legal nonconforming use before calling it illegal or claiming the owner received a variance.
