Because the exam asks you to apply things, not define them. Knowing that Georgia uses a security deed rather than a mortgage is worth more than a dictionary sentence about what a security deed is.
For vocabulary and one-line rules, yes. For scenario questions, no, and that is most of the paper. Use these alongside practice questions rather than instead of them.
