These clocks are not interchangeable. The criminal-report window counts backward from application, while the fee and exam-validity clocks count forward from the examination date.

Put the examination date, planned application date, criminal-report issue date, and license issue date in separate calendar fields. One vague note called deadline invites error.
The fee consequence arrives before the validity consequence. An application after three months can still be possible at double the original fee, but waiting past twelve months without activation requires retesting.
The first-year post-license obligation begins only after licensure. Renewal and continuing education use a separate birth-month cycle.
