The Rule

PSI publishes 16, 21, and 15 items for the three Georgia groups. It does not publish a guaranteed subtopic count. The statute, current GREC rule, contract, or other cited primary authority controls each lesson.

Complete lesson

Read these concepts as one Georgia decision system. A plausible national rule can still be the wrong answer when the stem supplies a Georgia statute, instrument, role, or procedure.

Commission

The Commission is the policy and regulatory body created by statute. It has membership, meeting, recusal, reporting, and public-protection duties.

Commissioner and staff

The Real Estate Commissioner and staff administer the program, process licensing matters, maintain records, and investigate within statutory authority.

Rulemaking

GREC may adopt rules under delegated authority and the Georgia Administrative Procedure Act. It cannot create powers beyond the statute.

Testing contractor

PSI schedules and administers exams and provides defined licensing services. Passing PSI does not make PSI the regulator or final legal authority.

Decision rule

Name the task in the question, then choose the institution that legally owns that task rather than the institution the candidate happens to interact with.

Georgia rule and national contrast

Georgia's Commission structure and contracted PSI role are state-specific. Do not import the name or powers of another state's agency.

Worked Georgia example

Scenario. A candidate disputes an examination appointment while a licensee challenges a disciplinary sanction.

Reason it through. The appointment issue begins with PSI's exam administration. The sanction arises from GREC's regulatory process and may proceed through statutory review.

Answer. Route the two issues to different owners instead of calling PSI the regulator.

Common exam traps

  • Calling PSI the licensing regulator
  • Giving GREC judicial power it does not have
  • Treating the broker as a state official
  • Assuming rulemaking can contradict the statute

Original practice questions with detailed explanations

These are original instructional questions mapped to the July 1, 2026 PSI outline. They are not copied from PSI or a live examination. Choose an answer before opening the explanation.

Question 1

Which statement best states the Georgia rule for Georgia Real Estate Commission Organization and Powers?

  1. A. PSI investigates and disciplines Georgia licensees.
  2. B. GREC may rewrite statutes through an internal policy.
  3. C. A qualifying broker issues state real estate licenses.
  4. D. Assign each function to the correct body: GREC regulates, PSI tests, courts adjudicate judicial matters, and brokers supervise affiliated practice.
Show answer and explanation →

Answer: D. Assign each function to the correct body: GREC regulates, PSI tests, courts adjudicate judicial matters, and brokers supervise affiliated practice.

The correct choice states the controlling rule. The other choices either remove a required element, replace Georgia authority with a generic assumption, or expand an exception beyond the cited source.

Question 2

A candidate disputes an examination appointment while a licensee challenges a disciplinary sanction.

  1. A. Route the two issues to different owners instead of calling PSI the regulator.
  2. B. Ignore the Georgia-specific fact because good intentions control.
  3. C. Apply the nearest national rule without checking Georgia authority.
  4. D. Let the participant with the strongest preference decide without following the required process.
Show answer and explanation →

Answer: A. Route the two issues to different owners instead of calling PSI the regulator.

The appointment issue begins with PSI's exam administration. The sanction arises from GREC's regulatory process and may proceed through statutory review. The correct option follows that reasoning. The distractors ignore the controlling Georgia source, substitute intent for procedure, or give decision-making authority to the wrong person.

Question 3

When solving Georgia Real Estate Commission Organization and Powers, what should a candidate identify first?

  1. A. The answer choice that sounds most ethical, without classifying the actor or document.
  2. B. Name the task in the question, then choose the institution that legally owns that task rather than the institution the candidate happens to interact with.
  3. C. One familiar deadline, applied to every Georgia transaction regardless of the source.
  4. D. A national default, even when the stem identifies a Georgia statute or GREC rule.
Show answer and explanation →

Answer: B. Name the task in the question, then choose the institution that legally owns that task rather than the institution the candidate happens to interact with.

The decision rule identifies the facts that control this topic. The other choices reward tone, a memorized number, or a national default while skipping the Georgia actor, document, authority, or procedure.
